Mayor, City Commission, CRA Approvals and Decisions from October 2, 2023


 

West Palm Beach City Commission Meeting and Community Redevelopment Agency (CRA) Approvals and Decisions

WEST PALM BEACH, FL (DATE) – Below is a summary of the approvals and decisions made by the City Commission meeting on Monday, October 2, 2023.

MAYOR’S OFFICE – Accepted a donation of $100,000 from The Related Philanthropic Foundation for the Mayor’s Jumpstart Academy.

Approved an ordinance, after second public hearing, proposing a ballot question to amend the City Charter increasing a City Commission or mayoral candidate’s residency requirement from six months to 12 months; approved an ordinance, after second public hearing, proposing a ballot question to amend the City Charter to prohibit the mayor’s potential outside employment and limit business relationships; and approved an ordinance, after a second public hearing, to require submission of documentation providing proof or a candidate’s residency at the time of qualifying for office; and approved an ordinance, after second reading, restating and amending the City’s policy establishing the expenditure of public funds for donations, contributions and fundraising events to increase expenditures from $500 to $1,000.  

CITY ATTORNEY – Approved a resolution for conditional settlement agreement for $40,000 in the matter of Michelle Poe v. the City of West Palm Beach for an accident that occurred on December 11, 2019; approved a resolution to assess City liens for non-payment of water service, sewer service and storm water charges for the month of July 2023; and approved a resolution waiving a potential conflict of interest related to hiring Akerman LLP as outside counsel to handle a fee dispute involving F. Malcolm Cunningham, P.A.

COMMUNITY REDEVELOPMENT AGENCY (CRA) – Approved a resolution amending the Interlocal Funding Agreement between the West Palm beach CRA and the City of West Palm Beach for funding Phase 2 of the consulting services for the City’s Banyan Parking Garage Redevelopment Project.   

DEVELOPMENT SERVICES – Approved a resolution relating to the Flagler Station project, 991 Banyan Boulevard, approving a property improvement and maintenance agreement among the project developer, HTG Banyan LLC, the West Palm Beach CRA and the City; approved a resolution accepting the historic preservation bonus assessment related to the approval of the Northwood Square Project, and approved a companion resolution recognizing the proceeds and provides appropriations for historic preservation programs and projects; and approved an ordinance, after second public hearing, rezoning property at 1901 North Flagler Drive from Currie Mixed Use District – Core II Sub-district, to Currie Mixed Use District – Core I Sub-district.

ENGINEERING – Approved a resolution authorizing submittal of an application to the U.S. Department of Transportation (USDOT) for a Strengthening Mobility and Revolutionizing Transportation (SMART) grant program for $1.5 million for development of technology-driven railway assessment for community and key safety; and approved an ordinance after first public hearing granting access and utility easement to Cellco Partnership, D/B/A Verizon Wireless, across City property south of 47th Place North.

FIRE DEPARTMENT – Approved a resolution authorizing the City’s participation in the Medicaid Managed Care Organization Supplemental Payment Program and approved an agreement with the Agency for Health Care Administration for Public Emergency Transport for Fiscal Year 2023.

HOUSING and COMMUNITY DEVELOPMENT – Approved a resolution declaring certain properties on the City’s and CRA real property inventory list to be suitable for affordable housing purposes as required by state law.

HUMAN RESOURCES – Approved a resolution, after second public hearing, amending provisions of Chapter 62 of the City’s Code of Ordinances pertaining to civil service and other related personnel provisions.

MANDEL LIBRARY – Approved a resolution accepting $43,000 from the Mandel Library Foundation and appropriating the funds to fund an associate librarian; approved a resolution to amend the full-time positions to add one associate librarian.

Below is a summary of the approvals and decisions made by the Community Redevelopment Agency (CRA) meeting on Monday, October 2, 2023.

Approved a resolution approving an agreement among the CityPlace North I LLC, 515 Fern Owner LLC, the CRA and the City of West Palm Beach for conveyance of the CRA-owned property located at 900 6th Street to the Developers for relocation of two historic structures, the renovation of the structures and the sale of the homes as workforce housing to qualified buyers; and approved a resolution transferring CRA funds in Fiscal Year 2024 to provide for funding for a building height bonus agreement for the Northwood Square project.
